On July 14, following the "Ten Completions and Six Handover" acceptance standards, China Petroleum Guangxi Petrochemical Company achieved the high-standard, deep mid-term handover for its 1.2 million tons/year ethylene unit, marking the full completion of the Guangxi Petrochemical refining and petrochemical integration transformation and upgrade project. Xu Wenqing, the Executive Director and Party Secretary of the company; Zhang Jiazhen, General Manager of Global Engineering Co., Ltd.; and Yang Bin, Director of the Engineering Project Management Office of the Engineering and Equipment Management Department attended the handover ceremony and delivered speeches. Wang Shengwei, the company’s General Manager, presided over the ceremony.
Xu Wenqing pointed out that the Guangxi Petrochemical refining and petrochemical integration transformation and upgrade project, as a key national petrochemical industry planning project, one of the top ten industrial projects promoted by the autonomous region, and a strategic project of China Petroleum to accelerate the construction of "refining, chemicals, and advanced materials," carries the important mission of filling the regional gap in high-end chemical new materials industry, driving and promoting local economic and social development, and enhancing the overall competitiveness of China Petroleum’s main business. This project has received high attention from the local government, the company’s leadership, and all sectors of society. Since the commencement of construction, Guangxi Petrochemical, in collaboration with all participating units, has vigorously promoted the oil spirit, the Daqing spirit, and the Iron Man spirit, strictly implementing the group’s “six-type” construction philosophy and ensuring the coordination of the "six major controls." The ethylene unit was completed in just 23 months, setting a new record for the shortest construction period for a project of the same scale within the group.
Xu Wenqing emphasized that the project has now fully entered the commissioning and operation phase. He hoped both parties would further solidify their responsibilities, coordinate resources, and collaborate closely to ensure the safe, efficient, and successful first startup of the project, making new and greater contributions to the company’s goal of building a world-class, comprehensive international energy company.
Zhang Jiazhen stated that Global Engineering Co., Ltd. would actively cooperate with the owner to prepare for production, ensuring the successful first startup of the unit. The goal is to make it stable, capable of long-term operation, and create economic benefits, contributing to the group’s high-quality development and the construction of a world-class enterprise.
Yang Bin expressed that the full completion of the project was the result of the group’s leadership’s correct deployment and the hard work of all participating parties and personnel. Moving forward, efforts will be focused on production preparation, ensuring that the project meets the scheduled production timeline.
At the ceremony, representatives from the construction unit, receiving unit, general contractor, construction unit, and supervision unit made statements and signed the 120,000 Tons/Year Ethylene Mid-Term Handover Certificate. The Lanzhou Engineering Quality Supervision Station read the quality evaluation opinion.
The 1.2 million tons/year ethylene unit was jointly contracted by Global Engineering Co., Ltd. and PetroChina Sixth Construction. The unit uses the large ethylene technology with independent intellectual property rights developed by Global Engineering Co., Ltd. Its main products include polymer-grade ethylene, polymer-grade propylene, hydrogenated gasoline, and styrene. By-products include hydrogen, mixed C4, cracked C5, cracked C9, and cracked fuel oil. The project will significantly increase the company’s share of chemical products, helping the company transition from a "fuel-based" model to one focused on "chemical products and organic materials." The unit began civil construction in July 2023, overcoming challenges such as high temperatures, heavy rainfall, and typhoons. After 23 months, the unit achieved high-standard mid-term handover, setting a new industry record for similar projects. Company leaders, representatives from the general contractor, construction, and supervision units, as well as responsible personnel from related departments and grassroots employees, attended the handover ceremony.
